HANOI, April 15 (Reuters) - Vietnamese Prime Minister Pham Minh Chinh and U.S. Secretary of State Antony Blinken expressed a willingness on Saturday to upgrade bilateral ties as the U.S. seeks to balance an increasingly assertive China.
